论主动式产业转移及相关政策建议

On Active Industry Transfer and Related Policy Suggestion

产业转移作为一种生产要素的空间转移方式,实现了生产要素在地区间的重新配置,对促进我国产业更新换代、技术进步起着重大的作用。但是,传统的产业转移方式大多属于被动式产业转移,这种模式需要靠发达国家的施舍,只能远远地跟在发达国家后面。相比之下,主动式产业转移更能满足我国的利益诉求和促进产业升级。但是,主动式产业转移不是随意进行的,它需要引进国有一定的经济实力和产业基础。而我国已经符合这样的条件,因而我们应该通过改善政策环境、整合国内资源、培养各类人才等政策来促进主动式产业转移。

As a kind of production factor transfer mode, industry transfer realizes the reallocation of production factors between regions and plays important role in accelerating China＇ s industry upgrading and technological progress. However, traditional industry transfer mostly belongs to passive industry transfer, under this mode, China＇ s development depends on the charity of developed countries and China can only follow the developed countries. Comparatively, active industry transfer can better meet the benefit appeal of developing countries and promote the industry upgrading of China. Active industry transfer can not be done freely and needs a certain economic power and industrial basis of the imported countries. China has the prerequisite so that we should improve policy environment, integrate domestic resources and cultivate all kinds of talents to accelerate the active industry transfer.
