试论国际交流中的民生科技合作

On the People's Livelihood and Technology Cooperation During the International Exchange

近年来,主要发达国家把利用科技解决民生问题作为制定科技政策或设立科研项目的导向,并相继推出了以发展民生科技为主要内容的政策及战略,同时在能源、环境、人类健康等涉及民生的领域开展了广泛的具有实质的国际科技合作。面对世界科技政策新的发展形势,本文提出了我国应更加注重民生领域国际科技合作的观点及其建议。

In recent years,the major developed countries have taken the use of science and technology to solve the issues in the field of the people's livelihood as the guiding objective to develop their policy of science and technology and to set up their plans of research and development.They also implemented the policy and strategy in the main contents of science and technology development of the people's livelihood.At the same time,they carried out a wide range of international scientific and technological cooperation and exchanges in the energy,environment,human health which involved in the people's livelihood.The author pointed out,under the conditions of the new developments of the world science and technology,points of view and recommendations of the international science and technology cooperation in the field of the people's livelihood should be strengthened in our country.
