预防民警刑讯逼供的管理学探讨

On the Supervision over Administrative Authority by the Power Organs under the NPC System,

人民代表大会制度下，我国国家权力机关对行政机关的监督存在诸多问题：监督主体缺乏独立性，监督法规不健全，监督滞后现象严重等。为了改变当前这种现状，笔者提出了以下建议：加强权力机关自身建设，创新人大行政监督方式，改善人大监督的外部政治环境，修改监督法等。

With the system of People Congress, there are some problems in the power organization＇s supervision of administrative organization ： the supervisors are lack of independence, the law of supervision is not complete and the lag of supervision is very serious. In order to change the current situation, the author puts forward the following recom- mendations： to strengthen selfconstruction of authority, to innovate the approach of the administrative supervision, to improve the people＇s congress supervision＇s external political environment, and to change the law of supervision.
