中国资源开采的环境治理收费制度

为解决中国资源开采的环境治理收费制度存在的问题,提升该制度的实践效果,运用归纳分析、实证分析、定性研究等方法,对中国现有环境治理收费制度的不足进行分析,指出中国在矿区生态环境恢复治理保证金、排污费中存在标准简单、执行困难等问题,还存在多种环境治理收费重复问题,并提出改善建议。

To solve the problems in environment government eharge system in China＇s resources mining and promote the system＇s practical effects, the paper utilized induction analysis, empirical analysis and qualitative investigation methods to analyze the deficiency existing in China＇s environment government charge system. It pointed out that charge standards are too simple and hard to execute in respect of environment recovery deposit and effluent fee, and duplicated charge is an another problem. Regarding this, the paper put forward improvement proposals.
