According to the order of the Chief of the Far Eastern Division,Stanley Hornbeck,Assistant Chief Maxwell Hamilton visited the Far East from August 1933 to March 1934,and submitted four resulting reports about Japan,'Manchukuo',China and American Policy in the Far East to the State Department. The four reports had a significant impact on the first session of Roosevelt's policy toward the Far East. There are three points in summary: to readjust the Far East policy of the United States; to maintain a balance between China and Japan,and continue to export in the region; to break away from the concern that armed conflict between the Soviet Union,Japan and the United States would occur in a short time; to continue to pursue 'the non-recognition doctrine' to the puppet Manchukuo.
