摘要
台湾地区因先天地质及气候的影响,加上后天人为不当的开发,致使土石流灾害频生,而一般民众在面对灾害来临时,大多是惊慌失措且无法实时应变,因而造成重大生命与财产的损失,因此如何加强民众对于灾害防救的认知,实为应尽速面对的防灾研究课题。土石流的防治从过去的硬件工程治理转而重视软件的避灾措施;本研究从法令、组织与实际运作三层面探讨土石流防救灾体系。
In Taiwan, the congenital influence of geology the cause of heavy debris flow disasters frequently. When and climate and the unsuitable development by people in people face debris flow disaster, they are always panicstricken and can' t deal in real-time reaction. It causes serious damage of life and property. So, how to strengthen knowledge about disaster prevention and respondence is an immediate research topic for disaster prevention system. From now on, it' ll be changing the hardware ( engineering counter measurement) to software ( disaster prevention) ; policy, organization and real implementation will be discussing in this study.
