摘要
建设兰新铁路第二双线是我国铁路跨越式发展的一次重大实践。本文试图立足国情和路情,基于铁路发展和改革的本土化理论,揭示和阐释这一实践蕴含的多方面经济学意义。研究结果表明:该项目的实施既是中央政府实现既定战略的应急安排,又出自增强西部基础设施支撑能力的长远考虑;其经济技术优势放大了区域生产力布局主轴线的大通道效应;西北强公益性类型区铁路跨越式发展同样依赖于技术创新和制度创新的"双轮驱动"。
To construct the second double line of Lan Xin Railway is a great practice for the Leap Development Strategy of Chinese Railway. According to the situations of our country and railway, and based on the localization theory of railway's development and reform, this paper attempts to dig out its multiple economic signifieances. Results indicate that this practice is not only an urgent arrangement for the central government to realize the planned strategy, but also a long -term consideration to improve the sustenance of western Infrastructure ; it also indicates that its economic and technical strength amplifies the big - route - way effect of the main axes in the layout of regional productivities, and that the leap development strategy for the Northwest public - welfare railway lies in the twin engines of technique innovation and institution innovation.
