摘要
按国际通行办法，就构成石油开发投入的勘探、开发、操作三大块费用做了分析并进行了类比，旨在为决策提供科学依据。
By using the methods adopted by international community, the paper analyzes the three important expenses that occur in the exploration, research and development, and operations of petroleum development and makes some comparisons by international standards.This is aimed to provide a scientific basis for decision making process.
