摘要 研究目的:针对当前土地利用总体规划中建设用地扩展边界划定方法研究较为薄弱的现状,发展了一种基于GIS空间分析技术的建设用地扩展边界划分方法。研究方法:在利用数学模型定量确定建设用地扩展边界内建设用地总量的基础上,充分发挥GIS强大的空间分析功能,综合考虑区域环境敏感性和建设用地适宜性,"自下而上"、直观定量地确定区域建设用地扩展边界。研究结果:规划的建设用地弹性边界与北京2004—2020年城市总体规划中确定的"两轴—两带—多中心"的城市布局基本吻合,具有一定的合理性。研究结论:该方法具有一定的可靠性和应用前景。如果能够在该方法定量确定的区域建设用地扩展边界的基础上,结合区域地形地貌、河流等自然边界和交通、绿化隔离带等人工边界,进一步综合修改完善,将有可能明显提高当前土地利用总体规划中建设用地扩展边界划分的科学性。 Aiming to solve the weakness of defining the boundary of the construction land expansion within the current land use general planning, this paper tries to develop a method based on the spatial analysis technology of information system (GIS). After quantitatively calculating the total amount of construction land within the construction land expansion through mathematical models, fully using the powerful spatial analysis ability boundary of of GIS, and comprehensively taking into account the sensitiveness of environment and the feasibility of construction land in different regions, this paper develops a "bottom-up" method to visually and quantitatively define the boundary of the construction land expansion. The result of research shows that the defined elastic boundary of construction land basically accords with the urban structure that planned in the Urban Planning of Beijing 2004-2020, i.e., the so-called pattern of "two axis, two belts, and poly-centers", which thus reveals accuracy of the newly developed method in this paper. The conclusion of the study shows that the method is reliable and can be applied widely. Furthermore, if the developed method is ameliorated by combining the natural boundaries such as landform, rivers, and the artificial boundaries such as traffic and greenbelts, it will obviously improve the scientificity in defining the boundary of construction land expansion in the current land use general planning.
