我国基本公共服务均等化的困境及对策

基本公共服务均等化体现着社会的公平公正,对维护社会稳定起着重要作用。现阶段虽然我国在经济建设上取得了巨大的成就,但我国的基本公共服务还存在诸如区域差别、城乡差别、个人差别等诸多问题亟待解决。明确基本公共服务标准,调整公共财政支出结构,制定城乡统一的基本公共服务制度是现阶段实现基本公共服务均等化切实可行的措施。

The equalization of basic public services reflects the social fairness and justice. It plays an important role on maintaining the social stability. Although at this stage our country has made tremendous achievements in the economic construction,the basic public services such as regional differences,urban and rural differences,personal differences still exist,and these issues must be resolved urgently. To clear standards of basic public services,adjust public finances the expenditure structure,and make a unified system of basic public services between urban and rural is the practical measures to achieve the equalization of the basic public services at this stage.
