摘要 高速公路建设项目管理模式的选择对项目运作效益有重大影响。分析了大型高速公路项目选择伙伴模式的必要性,并通过鹰瑞项目进行了实例分析。分析认为,要使鹰瑞项目向Partnering模式转化,还需要采取进一步明晰各方权利—义务—责任、加强信任和合作、加强沟通协调、优化激励模式、建立风险管理机制、加大投入等措施。 It has a significant impact on project operation effectiveness from the management mode selection of expressway construction projects. This paper analyzes the necessity for large-scale expressway projects to choose the partnering mode, and takes the Ying-Rui expressway project as a case study. Based on the analysis, it is stated that to shift to the partnering mode for the Ying-Rui project, it has to take some measures including clarifying the rights, obligation and responsibility of the parties, strengthening trust and cooperation, enhancing communication and coordination, optimizing the incentive mechanism, establishing the risk management mechanism and increasing inputs.
