摘要
目的了解我国省级和县级艾滋病防治督导与评估相关人员督导与评估知识、技能与需求状况,探索督导与评估能力培养模式,提出可行的督导与评估能力培训建议。方法采用现场问卷和专题座谈方法收集数据,对数据采用χ2检验等进行统计分析。结果省县两级,尤其是县级普遍缺乏督导与评估培训和基本技能;在管理能力方面,分析和解决问题能力、制定计划能力不足;在技术能力方面,数据分析验证能力、结果反馈与利用能力不足。影响省级和县级人员接受培训的主要原因是"与工作时间冲突"及"培训方式单一"。结论对省县两级艾滋病防治督导与评估相关人员需要制定统一的能力培训规划,加大培训的投入,探索适宜的能力培养模式。
Objective To understand the current knowledge, skill and need status among the HIV/ AIDS monitoring and evaluation staff in China's provincial and county levels, to explore the ability construction model and provide some feasible training suggestions. Methods Data were collected through field investigations and symposiums and analysed by Х^2 analysis method. Results The training and basic skills were not enough in both of the two levels, especially in the county level. In the aspect of management ability, they were weak in problem analysing and solving as well as plan making; in the aspect of skill ability, they were weak in data analysis and result feedback and use. The main influence factors in staff training were "time conflict" and "simple in training methods". Conclusions Uniform ability training plans need to be laid out, inputs should be strengthened and suitable models should be explored in training HIV/AIDS monitoring and evaluation staff in China's provincial and county levels.
