植物新品种权制度对农业技术创新主体申请量影响的实证分析

An Empirical Analysis of New Plant Variety Rights System Promoting Applications of Agricultural Technology Innovation

以农业育种科研机构和种子公司的调查数据为依据,进行了植物新品种权制度对农业技术创新主体申请数量的实证分析。研究结果表明:农业技术创新主体进行品种权申请的积极性与多个因素相关。但植物新品种权制度的完善程度和执行力度与农业技术创新主体的新品种的申请行为具有显著的正相关性,从健全植物新品种保护制度、坚定品种权执法、加大政府研发投入、建立国家补偿机制等方面提出了几点建议。

Based on the survey data of agricultural breeding research institutions and seed companies, this paper conducts an empirical study on new plant variety rights system promoting application of agricultural technology innovation. The results show that a number of factors influence initiative of variety application in agricultural technology innovation. However, there is a significant positive correlation on perfection and enforcement of new plant variety rights system and variety application behavior of agricultural technology innovation. Finally, the.article raises a number of recommendations, such as strengthening protection system of new varieties of plants, enhancing enforcement of variety rights system, increasing the government＇s public investment in research and development, establishing a national compensation mechanism and so on.
