摘要
现阶段的我国省级中烟工业公司面临着来自体制改革、行业整合、规模扩张等多方面的压力,亟需在组织架构、业务模式、管理体系等各方面进行一场深刻的变革。本文结合某省中烟工业公司绩效管理体系设计的项目实践,总结出我国省级中烟工业公司绩效管理中所面临的典型挑战,并建议在绩效管理体系设计时应遵循尊重历史与面向未来并重、价值驱动与激励导向结合的系统化原则;通过一个绩效管理体系设计过程模式,阐述了各阶段的工作内容;最后,结合项目实践给出了一个绩效管理参考体系。
Faced with great pressure from system reform, industry integration and scale expansion, provincial industrial corporations of China tobacco are faced with a profound reform in many aspects including organization structure, business pattern, management architecture, etc. Based on our project experience in the design of the performance management architecture for an industrial corporation of China tobacco, we summarized typical challenges that current provincial industrial corporations confronted with, and put forward the principles of designing effective performance management architecture for provincial industrial corporations of China tobacco, i.e. attaching enough importance on both the history and the future of corporations, and systematically integrating the philosophy of value driven with stimulation orientation. Then, this paper advanced a process pattern for guiding the performance management architecture design. Finally, based on our project practice, this paper put forward a reference architecture of performance management.
