我国县下辖市的可行性探讨

Discussion on the Feasibility of Implementing a County-governed City System in China

利用国家民政部、统计局等部门公布的相关资料,对新中国成立以来的乡镇政区发展演化的内在机制作深入剖析,从我国小城镇发展战略、行政区划改革趋势、现行设市模式与县辖政区体制及其弊端以及城市化发展的客观要求等方面,论述我国实行县下辖市体制的可行性,并论述未来县辖市体制基本内容:设市体系——构建我国未来三级市制体系:直辖市、省辖市、县辖市三级市制;设市模式——实行"城郊合治"管理理念下的"适度切块设市"模式;设市标准——合理拟定县辖市设置的标准;审批制度——确定未来我国县辖市的审批程序与审批机构。同时在分析目前挚肘县辖市的几个主要问题(如法律依据、现行行政区划体制等)的基础上,提出实行县辖市的主要配套措施。

This paper aims to analyze the development mechanism of village-and-town administrative division after the founding of the People＇s Republic of China. The current administrative division reform is centered by country-governed-district. Based on the development strategy of small town, the reforming trend of administrative division system, and the present status, as well as the deficiency of city-establishing pattern and the County-administrating-district system, and the objective demand of urbanization in our country, this paper analyses the feasibility of implementing county-administrating-city system in China. The basic content of future county-governed city system includes： a graded system constructed from state-governed cities, province-governed cities, county-governed cities; an ＂appropriate piece cutting＂ management model under the concept of ＂urban-and-suburban overall governing＂; reasonable standards of county-governed city establishment; procedures and organizations for county-governed city auditing and approving; types of future county-governed cities. Moreover, some incidental aspects such as legal basis and current administrative system etc. are also considered, and propose main supporting measures for the implementation of the county-administrating-city system.
