试析农户耕地保护的外部性

Analysis on the Externality for Farmers to Protect Cultivated Land

农户作为耕地的直接使用者,在耕地数量和质量保护中发挥着重要的作用,如何充分发挥农户的耕地保护主动性和自觉性,是我国耕地保护战略目标实现的关键所在。然而,耕地作为一个典型的准公共物品,不仅给农户带来经济收益,而且为社会公众提供了大量的非生产性功能,表现出强烈的正外部性。正确认识农户耕地保护的外部性,进而采取相应的内部化措施,将有利于提高农户耕地保护积极性。对农户耕地保护外部性的内涵、表现进行论述,剖析农户耕地保护外部性的基本特征和产生的主要原因,并有针对性地提出外部性内化的途径,以期为调动农户耕地保护的积极性,推动耕地保护战略目标的实现提供参考。

As the direct users of cultivated land,farmers play an important role in cultivated land protection.So,how to improve farmers＇ initiative and consciousness to protect cultivated land has become one of the key factors in achieving China＇s strategic goal of cultivated land protection.However,cultivated land not only brings economic benefits to farmers,but also provides a large number of non-productive functions for the public.It is well known that cultivated land for farmers have the positive externality.This paper,after analyzing the content,characteristics and the main reasons for the externality of cultivated land protection for farmers,put forward some internality approaches to positive externality of cultivated land protection externality for farmers.
