西南联大的权力结构及其运行研究

西南联大的权力结构,从纵向看,主要表现为学校与政府、教授、学生之间的权力关系;从横向看,既有组成联大三校各自相对独立的治校权力,又有联大校务委员会、教授会和专门委员会之间的权力分配。西南联大的权力结构突出了"大学自治"、"学术自由"和"教授治校"的大学精神。而在其权力运行过程中无论是决策、执行还是监督,各个环节都体现了这种精神。西南联大的权力结构及权力运行模式对于我国现代高校管理体制改革具有启示意义。

The administrative structure of the National Southwestern Associated University（NSAU,1938-1946） is characterized vertically by the power relations among the University and the government,the staff and the students,and horizontally by the relatively independent powers enjoyed by the three component universities（i.e.,Peking,Tsinghua and Nankai） as well as the separation of powers among the University Affairs Committee,the Professors Committee and a series of professional committees.Thus the administrative structure of NSAU highlights such concepts as ＂university autonomy＂,＂academic freedom＂ and ＂professor-centered management＂,which are the essence of all universities,and its practice of administration,from decision-making to execution and to supervision,is exactly in the light of those concepts.NSAU＇s administrative structure and practice model prove enlightening to China＇s reform in the administrative system of higher-learning institutions today.
