奥巴马上台后,积极推行外交新思维,"巧实力"理论成为其中重要一环。"巧实力"理论是美国新一届政府反思小布什政府时期反恐战略的结果,同时也是美国应对国际挑战和其他大国的崛起而进行的外交变革.它强调外交手段的重要性和优先性,重视国际合作和多边主义外交,重视协商和对话.但"巧实力"理论不会改变美国的战略目标,其本质仍然是要维护和巩固美国的全球霸主地位。

It emphasizes the importance of diplomacy and the priority, attach importance to international co- operation and multilateral diplomacy, emphasis on consultation and dialogue. But＂ smart power＂ theory does not change the strategic objectives of the United States, its essence is to preserve and strengthen America＇s global hegemony.
