摘要
为实现上海世博交通集约化组织目标、降低自驾游客出行比例,建设世博停车换乘设施并组织引导自驾游客采取P+R模式前往世博园区最有效措施之一。借鉴日本爱知世博会等大型公共活动停车换乘组织经验,提出上海世博会P+R交通组织基本思路,将服务对象划分为一日往返自驾游客和本地化自驾游客两类。分析P+R泊位需求的影响因素,并进行规模预测,得到两类游客的泊位需求总体规模和空间分布。最后,提出分三个层次设置P+R设施以及完善世博P+R配套设施和政策的具体建议。
In order to reduce travel by individual vehicles and fully utilize the mass transit services during the World Expo, constructing Park & Ride facilities and encouraging individual vehicle users to utilize P+R travel pattern is one of the effective methods to control and manage traffic during the World Expo 2010 Shanghai. Learning from the mass transit experience with P + R traveler for large special events in Aichi Expo, Japan, this paper presents the basic traffic control scheme of P+R travel for the World Expo 2010 Shanghai, which targets two types of car traveler; day-trip visitors and local travelers. By analyzing influencing factors of P + R demand for parking spaces, the paper predicts the spatial distribution of general parking demands from both types of travelers. Finally the paper proposes a three-level implementation plan of P + R facilities and the policies that supports the P+ R systems.
