Implementing the Industrial Innovation Strategy to Enhance the Core Competitiveness of Ningbo

受美国金融危机和宁波自身结构性、素质性矛盾叠加的影响,探讨宁波实施产业创新的基本思路应从四个层次入手∶一是明确重点,以产业竞争力提升统筹传统制造业、高新技术产业和现代服务业的发展。二是以块状经济为依托,构建区域创新网络平台,促进产业集群从模仿型向创新型攀升。三是承接国际产业转移,对外资实施"嵌入式"发展,利用外资技术溢出推动产业结构升级。四是加强社会服务机制建设,积极推动建立和完善产业创新服务体系。

b Given the U.S. sub-prime mortgage crisis as well as the structural problems of Ningbo industry, industrial innovation should be conducted in the following ways. First, focus should be on promoting the competitiveness of traditional manufacturing industry, high-tech industry and modern service industry. Second, relying on massive economy, we should build regional innovation network platform to promote the industrial cluster model from imitation to innovation. The third is to undertake international industrial transfer and embed foreign capital to up grade industrial structure. Fourth, the mechanisms of social services should be strengthened to actively promote the establishment and improvement of industrial innovation service system.
