摘要
根据葛南HVDC工程继电保护及相关设备在调试和运行中暴露的问题,分析了直流元件保护、直流线路保护、换流站交流保护、次同期振荡保护以及相关的站控、监测、计量等设备的技术缺陷;阐明了该工程在咨询、科研、设计阶段对某些技术课题缺少深入论证的事例以及功能规范书的某些漏洞;参考了国际上发表的论述、天广HVDC工程咨询报告和三峡HVDC工程科研报告,指出建设三峡换流站在咨询、科研、设计阶段应当进行深入探讨、严格论证的有关技术内容,以及对葛南HVDC工程有关设备进行技术改进的建议。
According to the problems of relay protection and interrelated equipment revealed during commissioning and service period for GeNan HVDC project,the technical failure of DC equipment and DC line protection,AC protection in converter station subsynchronizing power swing protection and interrelated equipment:station control,monitoring system,measuring device were analysed.Some examples about technical research task reflected lack of thorough demoustration in consulting,research and design phases.The contractors who took advantage of some weakness in technical specification,obtained the chance to evade responsibility.Some relevant articles published over the world,the consulting report of TianGuang HVDC project and some research report for Three Gorges HVDC project were referred.The contents of relevant technique needed to thorough discuss and strictly demonstrate for the construction of Three Gorges convertor station in consulting,research and design phases,and the proposal of technical modification for the relevant equipment in Ge Nan HVDC project were pointed out.
