鲁南地区城镇发展初步研究

DEVELOPMENT OF CITIES AND TOWNS IN SOUTH SHANDONG PROVINCE

鲁南是山东省重点发展地区之一,城镇发展既具备良好基础,又存在一定问题;既有区位优越、资源丰富、交通发达、基础产业雄厚等优势,又有城镇化水平与质量不高、中心城市辐射带动作用不强,经济发展水平不高、工业化滞后,人口文化素质不高、高层次人才缺乏,周边区域竞争压力大等制约因素。因此,鲁南地区城镇发展要采取串联东西、对接南北,科学推进区域发展;强化提升中心城市,加快发展县级城镇,积极发展中心镇,和谐推进新型城镇化;创新体制机制,加快新农村建设,全面推进城乡统筹发展;保护生态环境,集约利用资源,全面推进可持续发展;强化基础设施和公共服务设施建设,全面提升城镇综合承载能力和居民生活质量;保护文化遗产,利用文化资源,大力推进文化建设的发展战略——在以上工作的基础上,科学组织城镇空间布局。

South Shandong Province is one of the key regions of Shandong Province.The cities and towns in this region have good economic foundations as well as some problems.This paper argues that the development of this area should take the strategies such as linking the surrounding areas,strengthening the status of large cities,enhancing the development of countylevel cities,accelerating the development of central towns and promoting the harmonious urbanization.In addition,accelerating the development of rural areas by adopting innovative mechanism,promoting the sustainable development through protecting the ecosystem and environment and efficiently utilizing the resources,advancing the carrying capacity and living quality through strengthening the infrastructure and public facilities should proceed.At last,it argues that the South Shandong Province should make use of the cultural heritage to boost the culture development.
