本文根据我国"十一五"规划纲要提出单位GDP能耗在五年内降低20%、主要污染物排放总量减少10%的战略目标要求,在分析我国西部地区节能减排现状的基础上,对西部地区"十一五"期间节能减排战略的实施情况进行了实证分析,并对其节能发展潜力、节能减排投资机会进行了评价,从结构调整、科技进步和技术创新、发展循环经济、完善节能减排管理等方面提出了区域节能减排的对策措施。
