当前我国农村群体性事件产生的根源与治理对策——基于社会资本视角的分析

The Root Causes and Countermeasures of China's Rural Group Events——An Analysis Based on the Perspective of Social Capital

社会资本与农村群体性事件的产生具有一定的内在逻辑关联,农村社会资本存量是有效防治农村群体性事件的重要资源。然而,当前我国农村社会资本发育不成熟,在防治农村群体性事件的过程中,必须壮大社会资本,加强对农村基层干部和普通民众的法治理念和公共精神培育,转变地方政府治理模式,完善防治农村群体性事件的工作机制,大力培育农村民间组织,切实保障农民合法权益的有效实现。

There are some linkages between social capital and rural group event. The social capital constitutes an important resource of prevention rural group event. However,the current development of China rural's social capital is not yet ripe,in the prevention and treatment,we need to strengthen social capital and strengthen the grass-roots party and government cadres and the people of the rule of law and public spirit of the concept of cultivation,to change patterns of governance,to improve the control groups,the working mechanism of events and make great efforts to cultivate non-governmental organizations,to achieve people effectively safeguard the legitimate rights and interests and security.
