妇女NGO在反家庭暴力中的社会救助机制与行动策略——基于湖北妇女NGO发展的调查

Women NGO's Assistance Mechanism and Action Tactics in Anti-domestic Violence——Based on the Investigation of Women NGO in Hubei Province

家庭暴力是关涉儿童权益、家庭状况以至于社会发展质量的社会问题,因此国家和社会负有进行救助的义务和责任,而妇女NGO的形成和发展正是社会履行其职责的具体体现和有效手段。对湖北省有关妇女NGO组织的调查表明,其社会救助机制主要包括:事前预防机制、事中协调机制和事后救助机制。行动策略主要有:逐步建立以社区为核心的受虐妇女支持模式,反家暴形式有了多元化发展,组织结构上初步形成强势与弱势的互济。社会需要给妇女NGO增权,扩大组织的各方面资源支持,形成一个现代社会以政府组织为标志的第一部门、以经济组织为标志的第二部门和以社会组织为标志的第三部门"三足鼎立"的治理结构对策。

Domestic violence is a social problem concerning children rights, family situations and social developing qualities, thus both the nation and the society take on assistant obligations and responsibilities, while the formation and development of women NGO is the specific reflection and effective means of the fulfillment of social responsibilities. The investigation towards women NGO in Hubei Province shows that its social assistance mechanism consists of pre- prevention mechanism, middle coordinating mechanism and post -assistance mechanism. The action tactics include establishing battered women supporting model based on community gradually, multiple development of anti - domestic violence forms and strong and weak assistance in organization. The society needs to give more rights to women NGO, enlarge resource support for organizations, and form a confrontation contracture countermeasure composed of the first sector symbolized by government organization, the second sector signed by economic organization and the third sector symbolized by social organization.
