山区经济发展问题研究——以古蔺、叙永为例

Problems of Economic Development in Mountainous Areas

发展山区经济应按照科学为本、特色优先、优势优先的原则,走可持续发展道路。通过对泸州市古蔺县、叙永县的深入调查研究,归纳出古叙山区经济发展面临的主要问题:自然条件较差,瓶颈制约严重;自然资源富集,开发利用不够;经济总量偏小,自我投入不足;产业结构不优,发展水平较低;市场规模狭小,开放程度不高;招商引资困难,发展后颈不足等。提出了坚持三个统筹,实施可持续发展战略;打破地域界限,统筹区域发展;加大投资力度,完善基础设施建设;特色优先,大力发展特色产业;优势优先,集中力量壮大支柱产业等经济发展对策。

Developing economy in mountainous areas should be based on the principle of science-orientation, leature prior, and advantage prior, and take the way of sustainable development. Based on the investi ty and Xuyong County of Luzhou City, this paper concludes the main problems of economic deve gation lopme of Gulin Coun- nt in mountain- ous areas： poor natural conditions, bottleneck restriction; rich resources, poor exploration; small total economic output, not enough self-investment; unoptimized industrial structure, low development level; small market scale; low openingup level; difficult investment, etc. This paper proposes insisting on three plans and implementing sustainable develop- ment strategy, breaking up the regional division and planning re ing the construction of infrastructure, developing characteristic in gional dustry, development, increasing investment and perfectstrengthen pillar industry, etc.
