摘要
本文阐述了非在编人员的相关背景,并对某医学院附属三级医院的用工现状进行了描述,对存在的问题提出建议:①统一非在编认识,淡化编制,强化人力资源管理意识;②健全合同制,尝试多种用工方式;③改进拨款方式,挖掘内部潜力。
The article introduced the background of the staff out of the authorized strength and the current employment status of certain hospital affiliated to medical college.The author put forward some suggestions,which included strengthening the awareness of human resource management,perfecting the contract system,attempting different ways of employment,improving appropriation method and excavating internal potential of hospital.
