张掖市节水型社会建设公众参与程度调查与综合评价

Investigating and comprehensive evaluation on the level of public participation in water-saving society establishment of Zhangye

公众参与是节水型社会建设的主要特征和重要内容,建立公众参与的有效形式对于提高全社会节水意识具有重要意义。张掖是水利部确定的全国第一个节水型社会示范市,通过多年的节水型社会建设实践,具有一定的公众参与基础。为全面了解公众参与状况,优化公众参与方式,提高公众参与程度,在对张掖市节水型社会建设公众参与情况调查分析的基础上,建立了节水公众参与程度评价模型,提出了促进公众参与节水的建议。

Establishing an effective form of public participation,the main feature and important element in constructing water-saving society,has great significance in improving water-saving awareness of the whole society.Zhangye is a first demonstration city of water-saving society named by the Ministry of Water Resources,and it has foundation in public participation after severe years＇ water-saving society construction.In order to understand public participation and optimize public participation style to improve public participation level,a model for evaluating the level of public participation in water saving society construction was established,and suggestions to promote public saving water were proposed on the basis of investigation and analysis of public participation situation in water-saving society construction.
