干旱预警系统建设的国际经验与借鉴 被引量:13

摘要 干旱是一种比较特殊的自然灾害,持续时间长、波及范围广、治理难度大是其主要的特点。干旱作为一种全球普遍存在的自然灾害,有120多个国家和地区每年不同程度地遭受干旱灾害的威胁。
