替代国制度是一些国家在反倾销领域里,针对"非市场经济国家"产品确定正常价值的特别制度。有些国家在对华反倾销调查中滥用"替代国制度",扭曲了中国出口产品的正常价值,导致对华反倾销调查案件数量的增加和较高倾销幅度的确定,使中国出口企业遭受重大损失。因此,深入研究反倾销替代国制度具有重要的现实意义。
