The effectiveness of national education examination system includes the candidates＇ benefit and social benefit. The candidates＇ benefit includes the signal efficiency of human capital and effectiveness of educational opportunity, and the social benefit includes the measurement effectiveness of human resources management and human capital accounting effectiveness. This effectiveness is different from the effectiveness of human capital.
