中国节能环保汽车的发展状况和对策

发展节能环保汽车是中国汽车业应对全球金融危机和实现汽车产业振兴的一项重要技术经济措施。为了提高中国汽车产业竞争力和满足日趋严格的环境保护要求,建议修订现行的中国环境标志汽车标准、汽车污染物排放限值标准和汽车燃料消耗量限值标准,制定"低碳汽车"标准。政府对符合上述标准的节能环保汽车给予一定补贴,对不符合上述标准的非节能环保汽车征收排污税,以扶持节能环保汽车的发展,促进低碳经济的实施。

The development of environmental labeling vehicles is an important technical and economic measure to promote the automobile industry and face up to the financial crisis. In order to enhance competitiveness of China＇s automobile industry and to meet the increasingly stringent environmental requirements, we suggest formulating the standards of ＂low - carbon vehicles＂ and revising the standards of HJ/T 182 -2005 ＂technical requirement for environmental labeling products light - duty vehicles＂, GB 19578 -2004 ＂limits of fuel consumption for passenger ears ＂, GB 20997 -2007 ＂limits of fuel consumption for light duty commercial vehicles＂ and GB 18352.3 -2005 ＂limits and measurement methods for emissions from light - duty vehicles （Ⅲ, Ⅳ） ＂ Chinese government may provide financial subsidies for ＂energy - saving emission - reducing＂ vehicles which meet the above standards and impose a tax on emission for the vehicles which do not meet the above standards to promote the implementation of low - carbon economy.
