On Emergence of Policy Instrumentation Theory and Its Development in China

政策工具已经成为公共管理和政策科学的重要研究领域,其研究内容主要集中在政策工具的分类、选择和评价等方面,其应用范围涉及财政金融、环境保护、农业政策、就业和社会保障等多个领域。政策工具理论的引入使公共管理研究能够更好地落实到具体操作和政策执行层面,更加注重在政府、市场与社会等多种主体互动的背景下,通过比较分析选择适当的工具来实现政策目标。对于这一理论,我国尚处于引进分析框架的阶段,虽然已有部分实证研究,但仍需结合国内具体的经济社会基础、体制环境和政策背景等因素对此理论作进一步的本土化。

Policy instrumentation has been an important research in public management and policy science,which includes differentiation,choice and evaluation of policy instruments. It is widely applied in many domains such as finance,environment protection,agriculture policies,employment and social protection. The introduction of policy instrumentation makes public management study more practical,pays more attention to achieve policy aims by comparing and choosing suitable tools in the context of interaction among government,market and society. Since there are some practical researches on policy instrumentation theory,it is necessary to localize it with considering Chinese economic and social situation,systematical environment and policy contexts.
