This paper introduces the significance and targets of separating secondary lines of business from core business and turning secondary lines into independent companies in state-owned enterprises, and puts forward the suggestion on establishing a new type of labor relations connected by property right based on making full use of three kinds of assets and encouraging the staff and workers in the reformed enterprises take their own economic compensation as their stock right of the reformed enterprises.
