关于文物保护单位“两线”划定工作的实践与思考

Practice and Thoughts About the Delimitation of the Two Lines of the Cultural Heritage Conservation Units

文物保护单位"两线"划定工作中存在一定困难。为了文物保护单位的安全,应坚持"两线"划定工作齐头并进;同时在实际操作中,要着重把握好文物保护单位的本体与保护范围、建设控制地带,文物保护单位的建筑面积与占地面积,文物保护单位的"四至"范围与自然环境等几种关系;并且要区别对待"两线"划定工作中的几种特性,如"两线"范围内的法律弹性,遗址、墓葬类文物"两线"划定的特殊性,优越环境下"两线"划定的灵活性,文字描述与图件表达的同一性等。

The delimitation of the two lines（the preservation scope and the constructive control area） of the Cultural Heritage Conservation Units faces some troubles and difficulties. To ensure the safety of the conservation units, the two lines＇ delimitation must go forward together. In the meantime, we should properly deal with the relation among the unit, the scope and the control area, the relation between the unit＇ s built-up area and its covering area, the relation between the unit＇ s boundaries and its environment, etc. Furthermore, several features in the delimitation should be discriminated, such as the legal flexibility of the delimitation, the particularities of the delimitation of sites and tombs, the identity of texts and maps, and so on.
