从北方旱灾看我国政策性农业保险中的制度缺失

The Absence of System in Policy-Oriented Agriculture Insurance of China from Northern Drought Considered

前段时间北方的持续旱灾使我国冬小麦的生产遭受严重打击,灾害面前鲜见保险踪影,政策性农业保险的发展定位问题再次引起社会的高度关注。本文首先对我国政策性农业保险的当前发展现状进行了概述,然后从制度经济学中制度缺失的角度分析了政策性农业保险发展中诸多问题产生的制度根源。最后,根据以上分析的结论从制度构建的角度提出了相关的完善建议。

For the past several months, the continuing drought has brought great strike to winter wheat production in the north of China. During this disaster, agricultural insurance didn＇ t bring any prerequisite function at all, so policy -oriented agricultural insurance was widely concerned again. This paper firstly makes an overview of current situation of policy - oriented agricultural insurance in China, and then it also analyzes somereasons of its problems from system missing point, at last, in accordance with the conclusions of above analysis, it puts forward relevant proposals of how to build a consummate system.
