美军信息技术采办管理现状、问题及改革趋势

Research on the Management,Problems and Reform Trend of DoD in the Acquisition of Information Technology

信息技术作为现代武器系统的关键要素,它的快速发展给采办管理工作提出了新的要求。美军在信息技术采办工作中经过多年的实践,形成了完善的管理体系,改进了采办程序,在人才队伍建设方面也积累了丰富的经验。但是也同样存在着采办职责划分不合理、采办程序不能适应信息技术特点,以及采办人员经验不足等问题。综合分析了美军信息技术采办管理的特点和问题,对其将来的发展趋势作出了预测,最后对我军如何开展信息技术采办工作提出了几点启示。

Information technology is a key element of weapon system,and its rapid development has put forward new requirements to its acquisition management.After many years of practice,DoD（Department of Defense） has set up a complete management system,improved acquisition process,and also accumulated a wealth of experience in the build-up of the talented.But there also exist some problems,for example,the responsibility is unclear,the process doesn＇t fit the characters of information technology,and the workers are lack of experience.Based on the comprehensive analysis of the characteristics and problems of information technology acquisition management in the DoD,the paper makes a prediction of the future development,and finally brings forward some suggestions of how to conduct acquisition of information technology in our army.
