摘要
人们从可持续发展的观念出发，提出了工业生态系统建设。要实现经济的转型，就要有循环经济的理念，并付之于实践。目前，循环经济理念在我国已经逐步形成，大力发展循环经济成为我国的一项重大战略举措，成为我国科学发展的模式和路径选择。循环经济理念之所以如此重要、之所以成为我国经济转型的使然，主要在于其所处的地位和作用所致。
People propose industrial eco-system construction from the concept of sustainable development. To achieve economic transformation, there should be the concept of circular economy, and put into practice. At present, the concept of circular economy in China has been gradually formed, vigorously developing the circular economy has become a major strategic measure for our country and has become China＇s scientific development mode and path selection. Concept of circular economy is so important and becomes the direction of economic transformation, the phenomenon mainly lies in the position and role of the concept.
