晚清满汉关系与新伊分治

The Relationship between Manchus and Hans in the Late Qing Dynasty and the Xin-Yi Separation

文章从晚清满汉关系的大背景着手,认为新疆建省时期,正值满汉博弈的关键时期,新(新疆)、伊(伊犁、塔城地区)分治局面的形成,是满汉官僚调和矛盾、互相妥协的产物;新、伊分治造成了巡抚、将军的并立局面,两大不容,权力掣肘,事实上削弱了新疆的防务体系和行政的统一性,是新省体制中的不和谐音符。

This paper embarks upon the relationship between Manchus and Hans in the late Qing Dynasty and holds that the founding of Xinjiang Province is also the critical period between Manchus and Hans game,and the formation of the Xin-Yi separation is the result of reconcilement and mutual compromise between Manchu and Han bureaucrats; the situation of Xin-Yi separation caused the division between Provincial Governor and General which had power constraint,and in fact weakened the defense system and administrative unity of Xinjiang.
