就清代治理、经营西藏的总体历史经验而论,清末西藏新政应该说是一次比较有声有色的运动,在一定程度上打破了西藏地区长期以来停滞不前的局面。然而,从总体上看,清末西藏新政又没能达到预期的目标而以失败告终。失败的原因错综复杂,而失败的结局又给我们诸多启迪。文章即从清末西藏新政的背景动因、运作结构和体制传统的角度,对此进行了简要的分析与梳理。

As for the Qing dynasty＇s overall management of Tibet,the reform of Tibetan government in the late Qing dynasty should be an active campaign,which,to a certain extent,breaks Tibet＇s long time stagnation.However,in general,it ends without reaching any expected goals.The reason for failure is complicated,but it inspires us in many ways.The paper makes a brief analysis from the perspective of the background,operation structure and system tradition.
