黑龙江省林权改革问题研究

随着地球生态环境的日益恶化,可持续发展的理论与实践越来越受到各国的高度重视,林业发展问题已成为当前热点问题,林权改革是林业发展的瓶颈与突破口。在剖析林权特殊性的基础上,以黑龙江省为例,论证林权改革的生态意义、经济意义和社会意义,已期为黑龙江省林权改革提供有益参考。

With the deteriorating of global environment, sustaln＇able development theory and practice has become more and more importance for various countiies, and forestry development has become the current hot issues, the reform of forest property rights is a break- through and bottleneck of forestry development. Based on analysising the particularity of forest property rights, this paper demonstrated the ecological economic and social significance of forest property rights reform for example Heilongjiang, providing a useful reference for forest property fights reform in Heilongjiang.
