新形势下重新定位并调整国库监管取向探讨

On Repositioning and Regulating the Supervision Orientation of National Treasury under the New Circumstances

国库业务范围不断扩大,国库政策性资金受到商业性侵占的可能性增大,监管主体间沟通协调不够,监管效率不高,集中核算迫切要求国库监管手段科技化等,使得人民银行经理国库监管职能发生了变化。国库监管方式更趋于多元化是新形势下国库监管重新定位的必然。对此,应明确监管目标、合理界定监管范围,突出监管重点、改进监管方式,加快国库电子网络化建设的步伐,加快法规建设,为监管提供法律保障,以调整国库监管取向。

As the business scope of national treasury is increasingly extending,the policy-oriented funds of national treasury is more likely to suffer trade misappropriation.Because of the insufficient communication and coordination between supervision identities and the low efficiency of supervision,centralized accounting needs urgently the scientific and technologic orientation of supervision approaches of national treasury.All the above makes the supervision functions of the manager of People＇s Bank of China change a lot.That the supervision approaches of national treasury tend to be diversified is the necessity of repositioning the supervision of national treasury.Therefore,it is essential to make clear supervision goals,reasonably define supervision scope,give prominence to supervision,improve supervision way,quicken the construction of electronic networking,quicken the construction of legal system,provide legal guarantee for supervision,which can regulate the supervision orientation of national treasury.
