农民工不仅是城市现代化建设的主力军,也是新农村建设和农村城市化建设中最主要的力量,因此,他们的文化和教育不仅关系着城市的继续建设和发展,也关系着农村的改变以及在多大程度上的改变,而且与诸多社会问题譬如农民工权益的保护、城市治安、农民工犯罪、农村观念的改变等都密切相关,目前它已经成为我国城市化进程中的"瓶颈"。而改变农民工的文化和教育水平首先在于政府法律的制定,其次是城市用人单位和社区对农民工的多方位、多层次的文化和教育,最后是政府对农村的文化和教育投资的加大以及农民工自身素质的自主提高。

The rural migrant workers in citties are the main force not only in construction of cities, but also of new countryside and urbanization of villages, so their culture and education revolves in continueative development and the changing of countryside to what extent as well as solution of some social problems such as protecting for presant＇s rights and benefits, and public security for cities, and crime of the rural migrant workers in citties, and changing of rural. Now the culture and education has been the bottleneck of directly restricting the of rural urbanization, and solutions to change the lies in the govrement legislating in it at first, and seconed the employing units and communities in cities pay more close attention to it, at last the government had to gives more money in rural culture and education, besides these presant - worker must increase proactive their inner quality.
