New Trends in Japan’s New Energy Promotion Mechanism Building and Their Significance to China

日本已经建立了新能源开发利用的"综合机制",包括政府主导的绿色配额制度和新能源激励政策体系,民间自主开展的绿色电力基金和绿色电力认证行为。为了进一步扩大对新能源的利用,日本健全了新能源开发利用机制:实施了"绿色电能批发交易制度"和收购太阳能剩余电力的"固定价格制度"。基于我国促进新能源开发与利用机制的现状,提出了完善我国新能源开发与利用机制的建议。

Japan has already established a ＂comprehensive mechanism＂ for new energy exploitation and utilization, which consists of the RPS and the new energy stimulating policy system guided by the government, and the green electric power funds and the green electric power authentication independently conducted by non-governmental institutions. To accelerate use of new energy, Japan has improved the mechanism for new energy exploitation and utilization, and has implemented ＂the Green Electrical Energy Wholesale Transaction＂ system and the FIT system on purchasing the surplus electric power. This paper, based on the comparison of China with Japan in the current situations of the new energy promotion mechanism, proposes some constructive suggestions on improving China＇s mechanism for green electrical energy exploitation and utilization.
