社会主义新农村建设重点要解决农民主体法律地位问题。知情权不仅是一项重要的人权,而且是一项基础性权利,是享有其他权利的前提。目前农民权益的赋予问题没有得到根本解决,农民的基本权利得不到法律保障,其根本原因是农民知情权的保障措施不到位。在总结农民知情权问题的基础上,从政府和农民这两个主体分析了其原因,进而提出农民知情权的保障体系,主要包括从政府、传媒和社会等层面来保障农民的知情权。

The key of socialism new countryside construction is to resolve the problem of peasants＇ principal part juridical position.The right is to know not only one of most important human rights,but also a basic right,and it is the premise of enjoying other rights.Nowadays the problem of peasants＇ rights endowing yet haven＇t be radically resolved,and basic rights of peasants haven＇t be legally safeguarded.The radical reason is lacking safeguard measures of peasants＇ right to know.Based on summing up peasants＇ right to know issues,its reason was analyzed from two subjects of government and peasants,then the safeguard system of peasants＇ right to know was brought out.It included government safeguard measures,media safeguard measures and society safeguard measures,etc.
