基于组合赋权的高校应急管理能力评估指标及权重确定研究

Research on Evaluation Indexes and Weights Determination of Campus Emergency Management Capacity Based on the Combination Weights Method

提升高校应急管理能力是和谐校园建设的重要工作内容。本文从应急管理的一般原理和高校应急管理的现实特点出发,研究了高校应急管理能力评估体系在内容选择、指标确定、方法运用三个层面的理论问题。研究了高校应急管理能力评估指标体系的建立及其内涵;提出了基于调查问卷和信息熵的高校应急管理能力评估指标权重确定方法,研究了基于离差最小的组合赋权方法。基于南京高校为样本,研究了方法的实际应用。

It is important to reinforce campus emergency management capability to have harmonious campuses. According to the general principles of emergency management and the reality of college features, this article discusses three theoretical issues： content selection, indexes determined, methods used. It considers establishment and connotations of campus emergency management capacity assessment index system; it proposes the method to determine index weight of campus emergency management capacity assessment based on research results and information entropy, and studies combination weights methods based on minimum deviation. This article uses universities of Nanjing as sample to study the practical application of the method.
