西部地区教育公共服务均等化:指标体系及其测度

Equalization of Education Public Services in Western Region:Index System and Its Evaluation

从教育投入和产出两方面入手,构建西部地区教育公共产品均等化的评价指标体系,进而对西部地区教育公共服务均等化水平进行衡量,并对东、中、西部地区教育均等化水平进行比较分析。结果表明,2000~2006年西部地区教育公共服务存在不均等的现象,其原因主要有三个方面：西部地区经济发展水平不高引致西部地区公共服务供给不足,西部地区公共服务成本偏高,财政转移支付制度不完善。为此,应不断建立健全教育公共服务体系,合理配置教育公共服务资源。

We build the evaluation index system of educational equalization in the western region from the aspects of education inputs and outputs,evaluating the equalization degree of education in the western region,as well as conducting a comparative analysis of the degree of educational equlalization among the western,central and eastern regions.The result shows as there are unequalization of education public service in the western region,due to three reasons.That are,the low economic development condition brings the insufficiency of the supply of education public service;the high cost of public service;and the imperfect of financial transfer payment system.
