By using first-hand survey and interviews,the paper studies the status and existing problems about priority and preferential public policy of 321 family planning households in Shanghai.Then the article proposes a series of policy recommendations,makes practical and flexible preferential policies.The real impacts will show in the family planning work.The formulation of priority of public policy in Shanghai should strengthen the economic means from mainly on administrative measures,focus on the prior coordination,work together from the parties respectively.
