摘要
政府在推行政策时需要有意识地选择政策工具来达到政策目标。这既是政策实践的反映,也是政策理论提出的规范性要求。文章以我国"城市流动人口子女就学"的系列政策为例,来分析政府常用的教育政策工具类型,进而从理论逻辑上的"理想类型"来探讨其可替代性的选择。
The government needs to be aware of choosing policy instruments to attain the goal when the policy is implemented. This is not only a policy practice,but also reflects the normative requirement of policy theory as well. Taking "the enrollment policy for the floating population's children" as a ease, this paper analyzes the types of educational policy instruments used frequently by the government, and further explores the alternatives from the perspective of theoretical "ideal types".
