社会主义民主是社会主义的政治本质;社会主义民主政治则为社会主义民主的构造和运行的形态。制度化、规范化、程序化乃是社会主义民主政治确立和发展的必经之路。三者相互一致又有层级和份量的区别。它们是保障和推进社会主义民主政治的有效途径。为达此目的,必须正确地理解和把握民主"三化"的实现机理。

Socialist democracy is cratic construction and running form. socialist political nature. Socialist Institutionalization, standardization democratic politics is socialist demo- and programlization are the main road of establishing and developing socialist democratic politics. They are mutual uniformed but have different level and weight yet. They are the effective way of guarding and advancing socialist democratic politics. To attain the expected purpose, ＂institutionalization, standardization, programlization＂ and implementation mechanism of democracy must be correctly understood and held.
